Pepper reminds me of every kid I've known whose parents instilled strong opinions in them (even if those opinions were the complete opposite of Pepper's) and told them everyone who believes differently is definitely 100% wrong. Too young for much tact or nuance.

Which is ironic because book Pepper isn't just spouting what she's heard at home. Her mother is described as a hippy wannabe. Pepper is a feminist but also something of a tomboy and well, just comes across as an awesome and loyal friend. The TV adaptation Pepper came across as a joyless misery.

This. It's a writing issue mostly, where all the characters are lacking in nuance. But unlike Tennant and Sheen, the child actors don't have the experience to compensate for that.
