I mean, no? Magneto uses his helmet specifically to prevent Xavier from mind-controlling/stopping his nefarious schemes. The same way he'll fight against the X-Men despite them being fellow mutants, because they stand against him. Combating against telepathy is just one of the defences he has to have in order for him to achieve his goal.
I don't think it's possible for the comic to address it because Xavier would simply use his power to track Magneto down and defeat him almost instantaneously. It's kinda hard to make a point if the point you are defending against is ready and willing to use it against you.
