I think it's a bit of both, honestly, but I also think that most of that can be chalked up to the programme being fifteen years old. In the few sketches I watched, Emily is clearly stated to be male (referred to as "he" by the narrator and "mate" and "sir" by the characters), and described as "the world's most rubbish transvestite" in the introduction.
