Good Omens was written in 1989, after Mort but before Reaper Man. Discworld Death's characterization wasn't yet all the way there, though he was no longer the antagonist he was in The Colour of Magic. Also, even going by the book, GO Death and Discwold Death aren't the same character, even though GO Death has Pratchett's fingerprints all over him and is clearly meant to be familiar to Pratchett fans. GO Death is far more neutral than his Discworld counterpart. Making GO Death a villain is still not IC, because he is not a malicious entity, but neither is the kind of character who would adopt a human child on a whim. I doubt he even has an opinion on cats.
