Neither does Superman but Injustice didn't care about that.

And I agree with OP, Batman 100% is more believable as a controlling dictator than Superman just based on personality alone and prior actions.
But if Batman were the main villain of the games it would be hard to explain how a guy with no powers managed to force literal gods into an oppressive dictatorship.

Injustice's story is pretty bad imo, from the way it treats Wonder Woman to the batwankery to the wildly OOC Superman, it's just mostly pretty shit for every character involved.
