Neither does Superman. The entire premise of the Injustice universe is "hero who explicitly and deliberately does not kill people snaps and breaks his self-enforced rule against murder, then goes full on dictator-of-the-world crazy".

Batman won’t even kill the joker after he straight up murdered Jason. Superman has been able to kill if push comes to shove and Wonder Woman as well. They won’t be happy about it but they will. Batman is too obsessed with the joker to kill him. Hell. Batman wouldn’t even kill Darksied when the whole world was at stake.

Batman tells Robin that the reason that he doesn't kill is that once you've done so, it's easier to do it the next time, and then it's down that rabbit hole - it's not 'all life is sacred', it's 'if I kill someone who deserves it, I don't trust myself not to kill people who don't, later'.

We haven't gotten a canon story, or significant Elseworld, where that has been tested, yet.

But we have seen his tendency toward authoritarianism.

If Superman went down that route, Batman would be right next to him (as in the Justice Lords).

That just makes Batman's priorities more rigid than any of the other hero's. He knows he can't because of what he might become if he did, while Superman doesn't have that sort of standard.
Technically, Batman did leave an enemy of his to die in a dungeon in the Batcave in an early comic of his. And like AYRT said before, Jason's mindset after being resurrected is to blame Bruce for not killing the Joker after he killed him. Batman has been pushed to the brink and not killed, he has been tested, it's a reoccurring theme in his overall story. But he never does. Batman won't accept or approve any of the other hero's for killing, but his character kinda prevents him from following suit.

I don't bother keeping up with the major events but I heard Batman did try to kill Darkseid in one of them. He just got killed by Darkseid before he succeeded.

Final Crisis I think.

Despite Batman's vow about firearms, this is too great: Batman is going to use a gun to fire the same bullet Darkseid used to kill Orion. Darkseid asks if Batman can outrace the Omega Sanction, but Batman fires anyway. Darkseid fires his Omega Beams, but Batman shoots Darkseid in the shoulder. The beams then hit Batman...

Neither does Superman but Injustice didn't care about that.

And I agree with OP, Batman 100% is more believable as a controlling dictator than Superman just based on personality alone and prior actions.
But if Batman were the main villain of the games it would be hard to explain how a guy with no powers managed to force literal gods into an oppressive dictatorship.

Injustice's story is pretty bad imo, from the way it treats Wonder Woman to the batwankery to the wildly OOC Superman, it's just mostly pretty shit for every character involved.

There have definitely been Batmans who kill people if you're willing to count spinoff 'what ifs' as canon.
