He had a crush on a girl in an early episode. He's never had a crush on a guy. Canon my dude. He's either bi or pan or just very very campy straight.

See, I think Jessie and James are both gay, but I still ship them for two reasons:

1. No one else could ever possibly be fabulous enough to meet either of their standards.

2. No one else would put up with either of them long-term.

Basically I think they're each other's only option regardless of sexuality, but I also think they genuinely love each other and could find a way to make it work.

Yeah, I also simultaneously believe that a) James is gay (or queer) and b) that he and Jessie would make a great couple because they get each other so well.
