I think it's just the "growing up rich" part. Harry didn't grow up rich and after he got his money he still acted like he wasn't rich even though he could have spent his money frivolously and still been a nice person. Hermione wasn't rich, she was "only" probably slightly upoer-class (unless dentists make a lot more money in the UK than the US). The message is that if you grow up in a rich family that actually uses their money, then you, yes you, rich kid, act like Draco. Don't try to pretend you don't.

I mean, growing up rich is clearly not the stereotype. It's growing up rich with parents who won't parent. I can name several movies and books with "rich kid but sweet." Hell, even disney did that with Charlotte in The Princess and the Frog. Richie Rich, where its very clear that the money is used, is just a nice kid who wants some friends. Both sisters in A Parent Trap aren't framed as any different than any other kids, and they are 100% wealthy, lol.

Again, in Harry Potter you have Sirius and James, while not at all sweet are def framed as normal boys. The worst thing they did was have a blood feud with Snape who is also framed as an asshole, so the audience has no incentive to consider it a function of wealth and every incentive to consider it Gryffindor/Slytherin bs. Neville is clearly rich as fuck, and he's never seen as spoiled.
