No, they're talking about written porn about a fictional character.

Child porn is an actual thing involving the abuse and exploitation of actual children. It does not and never will describe people's fantasies and smutty fanfic about make-believe characters, and trying to pretend it does is an insult to actual victims.

That doesn't make it child porn.

You can be skeeved out by people having ships involving characters played by teenaged actors all you want. There's nothing wrong with that. But unless there are real, live children being forced to engage in real life sexual acts for the titillation of adults, it's not child porn. Trivializing an actual horrific thing that happens in real life so you can shriek about ships is repulsive.
