China is still not Marvel's target audience, though. They keep making their movies for a western audience, while taking care not to tread on the Chinese Government's toes so as to not lose access to a lucrative market. If they cared about what the Chinese audiences wanted (as opposed to what their government won't allow) you'd think they'd have at least one asian, preferably Chinese, superhero in the main cast by now.

Likewise, while some anime has tried to anticipate western sensibilities by removing swastikas in properties they expect to or have already sold to foreign markets, they're still made for a Japanese audience first and foremost.
