I can't speak for you but I'm not in the fandom and I figured it out really quickly. The hoods are very visually distinctive, for one thing.

Saying something isn't fandom because you don't know what fandom it is seems like a weird hill to die on to me

I... think you missed my point? I'm saying that everyone that's "not in the fandom" would understand this picture, and know Gilead (and the hoods) as a concept, because it's one of those things that's so socially osmosed. It literally is not about the fandom. It's using an incredibly popular image to make a political point, that's all.

Well, one, I think you're overstating how osmosed it is. It's using an image that is clearly and unmistakably derived from Handmaid's Tale. It's a derivative work, and also, the guy who made it is a fandomy internet person in hiz own right. So, close enough. There are other definitions of fandom you could use where it wouldn't count as fandom but I don't think that should matter
