I was thinking more of that area in the side-view mirrors of your car where you can't see another car, the one you're supposed to check by looking over your shoulder before you change lanes.

Yeah. Pretty sure this phrase isn't anything to do with disability, it's referencing something you have a habit of ignoring because it's out of your field of vision even though you think your vision is perfect. Like the example of the car mirror.
