I have to say, one thing I've noticed about people who really appear to be pedophiles is that they're more often drawn to "wholesome" content, things children actually watch. And not so much shows adults like about 24 year olds playing 17. More likely to want to talk about sexing up a Malcolm in the Middle episode than anything to do with, say, Riverdale.

Censoring content about a show featuring adults playing teenagers (for an implied audience of adults and older teens) won't work, because that's not the show the pedophiles are watching.

I'm shocked enough to hear someone talk about Malcolm in the Middle these days, but this has to be the first time I've heard someone call Malcolm in the Middle pedo-bait...

I knew a girl once through fandom mutuals who was like that. Other than the fandom I knew her through, for which she had an admittedly impressive collection of fansites, I distinctly remember her being into Pokemon and Lazytown and somehow her posts about child characters started getting graphic through the years, until she posted about a real-life incident about making sexual jokes about real children and getting (and rightly so) dismissed from her job. It was interesting to note that she didn't "outwardly" ship or write any underage fics of such, but her comments in her blog and website did have a distinct disturbing pattern. I would say she also tended to obsess a lot over child (9-12) characters more than pairings themselves.

Just as a "case study"...
