I don't know if it's the same thing, but that was the name of an LJ comm where people would post "ship manifests", lengthy pieces of meta detailing why a ship was great.

I remember that comm on LJ. The fic recs were great there. Not to mention all the details about a given ship, always with pitures. Ahh, nostalgia.

Wayback Machine, sadly, doesn't have a lot of fandom fic archieves on it.

I wish I'd saved more fics. I never understood why some authors delete their fics.

A lot of fanfic writers I knew back in the day (this was ages ago) deleted because they wanted to pursue publishing careers and didn't want their fanfic past haunting them. Or they wanted to file the serial numbers off.

I can sometimes find fic by putting the title along with the word fanfiction in a search engine. If the manifesto gives the title name, it's a matter of copy/paste into Google or Bing or Ecosia. Good luck. I'm also a fic saver/hoarder, so afraid that stories will vanish.
