To me, there is a statute of limitations on this sort of thing. Also, there are a lot of other bands you could mention that do this (Franz Ferdinand, for instance).

As a russian, I find it cool the band can make someone research their name and find out about this piece if history. Chill, dude, it's not offensive or lame.
(Have you heard about Rammstein? Their name choice will probabs make you cry with your attitude to inappropriate band names.)

I'm from that general area in Germany and quite honestly find the Rammstein band name (and song) incredibly tasteless but I can't stand Rammstein in general considering they go for the cheap shock value all the time.

Eh, considering how hilariously incompetent the Decemberists were with the whole uprising thing and also the fact that it's been 200 years, I think it's fine. But if you think that's tasteless - I can see that; it's just that this uprising is not generally treated as tragedy, really. Now if the band would name itself after Red Sunday, for example, - now that would... irritate me, for lack of the better word.

(And cool, now I know how the Decembrists are called in English!)

honestly, what annoys me is if a band name doesn't fit the tone of their output or is like too ironic. like a band named sickle and hammer singing pop songs about buying shit would annoy me yes, lol.

That's a weird bone to pick. I mean, if you made this secret about Joy Division, but a failed army uprising from 200 years ago...?
