While Thief King Bakura had light hair and eyes, it's fair to say that those characteristics are proof of a godlike Ka residing within him, just like how Atem, and Kisara, are the only ones wit light hair.
I see Y!Bakura being described as albino all the time, and really, I'm fine with that, but that doesn't make the allusion true... The base line of it being that Ryou has light hair, and that's the only thing he had that relates him to Bakura physically. But even then their hair tones don't even match. I'm sure Ryou has a strong soul which validates his traits, and his ability to maintain control of his body. He's not Bakura's reincarnation by a long shot, but rather the best available body fate had on hand when Yugi sprung the Puzzle.
