In part, at least. His character seemed like he would be interesting, in theory, but then, in practice, he ended up milquetoast and cliché spiritual.

This. Like. I don't hate him, he didn't make nearly enough of an impression for me to hate. But he could have and should have been much more interesting, and that's a shame.

Tbis is true. Could have been interesting, but they didn't know what to do with him and that made him super boring and cliche and awful.

exactly. I don't hate him, but there is clearly so much wasted potential. I think the one thing that strikes me every time I binge a few Voyager episodes is that for a Maquis, he sure as fuck watered his ass down to completely 100% Starfleet compliant pretty damn quick. I would have bought him as a Maquis far more if he'd actually struggled and fought and given Janeway lip for 2 seasons, rather than suck it up and turn into Mr. Nice Boy by episode 5.

His relationship with Janeway should have been way more like Kira and Sisko's.
