Pretty much every character on Voyager was a disaster. Chakotay just also committed the mortal sin of being a boring disaster. In a ship full of flaming train wrecks, Chakotay was the declining availability of quality potash.

Hard disagree. Janeway, Seven, B'Lanna, and the Doctor were all really awesome. Tuvok was pretty cool and Tom could be awesome. Neelix was hit or miss, more miss in the early seasons, but he had some good stuff later on. Kes was boring in the beginning, but once she started having more stories besides her romance with Neelix and the Neelix vs. Tom stuff, she could be interesting. Her learning medical stuff and her powers were both interesting. Chakotay was the only one who remained flat and useless throughout.
