There are some shows that will say they have it all set out (Gravity Falls writer said this, for example), but you never know if you'll end up getting cancelled or if people may end up having you extend your show.
It goes with all forms of mediums, sadly.
The creator doesn't always know how much they'll get and if they'll get to tell a complete story without interference.
