I'm always intrigued how angry people get about RPF when it occurs all the time outside fiction, as someone mentioned above with "The Crown". I'd argue any film or tv series about a still living human being is technically RPF. Supernatural itself had an episode that was the brothers going into another world with the actors from Supernatural. They killed off Misha Collins in that episode (as in he plays an actor on the set of Supernatural called Misha Collins. And he apparently says it's one of his faves.
As long as people aren't shoving their rpf into the actor's faces I don't see the problem here.

Also, I'm going to assume that the people writing the RPF don't know the people they're writing about and hence it is clearly fiction. They are taking the public image of the person and writing the fiction from that.
