Yeah, idk where they're getting that Gaius was fucking her. She wanted it, but she was broken and obsessed.

Yep. There's one cutscene where he orders her to his quarters for a reason that is obviously not a discussion about staff policy. And Livia claims that his "body" is hers. I think one of the other XIVth legion tribunus mentioned something about it as well. It's about as explicit as relationships get in this game.

There is literally a scene where he's dividing up duties, and he orders Livia to meet him in his quarters in one hour.
