I have a similar issue (or had, the fad for using it may have passed) when people would say that a character 'keened'.

Made me think of banshees.

I like villains who have power, but can’t use it effectively. This is one of the reasons I kept reading El Goonish Shive for so long, because it has a lot of villains who are incredibly powerful, but hindered by a god complex/shortsighted vengeance/bureaucracy/abject boredom/their own stupidity.

IMO the correct attitude is to ignore the cartoon discourse entirely and just either jack it or don't jack it to the characters as you feel appropriate

Who even does this? WHY would they? Sometimes the appeal of the character is the very fact that they are buff, or is an integral part of their story...I don't get it.

I hate shit like that too. It bugs me so much, but I guess that’s a way for some fic writers to engage with their audiences? At the same time, it seems like you’d still piss off some people with whatever ending people voted on.
