Can someone explain the logic of Penny Dreadful: City of Angels to me?

I've seen the trailer a couple of times now and it makes very little sense to me in the context of the original show.

I never did watch the original, but saw some clips and heard about it. And it seemed to revolve around what I thought it revolved around (The title refers to the penny dreadfuls, a type of 19th-century British fiction publication with lurid and sensational subject matter. The series draws upon many public domain characters from 19th-century British and Irish Gothic fiction - from Wikipedia).

So, why make it a spin-off if you're going to set it in America, in 1938, with Mexican-American folklore at its center? I know name recognition can be important, but when it has as little to do with the original as this, I have to wonder why they didn't call it something else, say something not so related to British fiction. Dime Novels and Pulp Magazines were both American and had lurid and sensational tales (which seems to be the only connection between the two shows). Is there something I'm missing?

It is a spin-off only in the loosest of senses.

The basic idea is that a demon (played by Natalie Dormer) believes that humans will always choose the selfish choice if given the option and sets about proving it in 1938 LA during a time when race issues were at the forefront and something she uses to her advantage to prove her point.

It's like the Fraiser spinoff to Cheers? But they kept the name since it was popular and they wanted people to watch it.

I think it's exactly this. If you were a fan of the previous series (which I was) you may want to watch this, as it follows the same theme -- taking certain recognizable "public domain" characters (albeit from a different tradition and a different setting) and setting them in within a particular context and giving them life.

They really could have called it something else, but honestly, the name rec is important and Pennydreadful conjures more gothic (and thus supernatural) imagery (at least for me) over the Dime Novels & Pulp Magazines (I automatically think overly dramatic and lacking depth stylized a la Casablanca or Maltese Falcon -- "manly/rebel detective, damsel in distress, and science fiction"). It also sounds catchier.
