Last time I checked about a year ago, there still seemed to be a lot of new fic, but it all looked pretty bad. Disappointing, since there used to be a lot of great Johnlock fic. (There was probably always plenty of bad fic, just lots of good fic to drown that out.) I'm sure a lot of the great writers just moved on to other things now that there hasn't been new canon for a while (things used to get quiet between seasons anyway, once people had mostly exhausted whatever plot-bunnies the latest season had given them).

It's like the fandom collapsed down to a white dwarf made of poorly-written, OOC high school AUs.

Okay, I can totally second this. At first I was like, "What is OP talking about? Sherlock had fucking awesome fanfic." But the new stuff did seem to be getting pretty bland and directionless by the time I left the fandom two years ago, and it's probably only continued in that direction since--for exactly the reasons you listed.
