1) Why do people post WIP?

I want to see how it's received. Or I have part of a WIP that's a complete story in itself. Or I want to motivate myself and feel like I'm making progress.

I wouldn't SAY I don't know where it is going to go, because I figure if it's a WIP, then by definition I don't know where it's going to go.

2) Why post stories when you think they suck?

I don't know, but that might not be what's happening. Criticizing your own offerings as you offer them is a norm in some social groups. Just like people will criticize their selfies. Or their homemade cookies. It's a move in a bonding ritual.
