This annoys the hell out of me, too. But what's even more grating is that most people don't even notice, or they don't care. It's not considered lazy writing or poorly done characterization because it's so common.

Sometimes I wonder if they don't know what makes up a good story, or if it's that they got what they personally wanted out of it and don't care about the rest.

A bit of both perhaps. But there's also people who think something can only be OOC if it's a fanwork and the original creator(s) by default can't make their own character out of whack despite there being numerous cases of this being true (and in the day and age of franchises where multiple writers take over things it's even more common).

nayrt but I see a lot of that mentality, too. I do some freelance editing and the number of times I have to gently remind an author that according to them, Character A is [this personality] so their behavior should fall in line with what they've told us A is like, OR there has to be a solid in-story explanation for why A is behaving oddly out of character.

I don't think most people give much thought at all to the technical aspects of writing, particularly when it comes to characterization. You only have to look at fanfic in general to see that there are tons of people who don't have a solid grasp of their own favorite characters' personalities (or who don't care, hard to tell which is which) so they don't notice/don't mind when something is crazy OOC.

And for some, whatever makes the plot work is kosher. If a supposedly intelligent person has to come down with a case of the stupids, well, that's that. Or if a supposedly moral person inexplicably turns a blind eye to heinous violations of ethics, well, that's that.
