Not without state involvement and an actual cost/benefit analysis, and state support for overwhelmed parents, no, which is the problem here. Rehoming adopted kids as what happens now doesn't limit exposure to abuse and has led to straight up trafficking.

And not with substantially different criteria for bio and adopted kids either
