the specific character that commenter was talking about is Redd, who is a fox who's whole thing is being shady as hell and selling you artwork you have to actually inspect to see if it's the real one (like this). he's one of a whole bunch of npc characters that you have a chance of seeing on any given day, that are vendors or give you special items, so it's not a hard and fast rule to say that he's going to show up every 2 weeks.

the game takes place in real time, unless you cheat by changing the time on your switch.
plus there's lots of events that take place over the year (there was a little one for museum day, may day, etc), your island changes as the seasons change, plus if you don't talk to your villagers in a long time they will move out or ask to move out. the idea being that the player isn't meant for 8 hour long binges, but a thing you pick up maybe every day, throughout the day and check on.
