That's exactly it. Free wasn't queerbait, because the audience was never supposed to ship the male characters, they were supposed to ship THEMSELVES with the characters (apparently it's a big thing in Japan to have media like that, it's why most merch has just one of the boys on it so you can buy your fave). If they made any of the ships canon it'd go against the point of the show :0

No, it was both. Free had fanservice for yumejoshi and fujoshi (just look at the art used in the secret for the latter). It wasn't queerbait because nobody watching it to ship the characters was ever supposed to expect a canon couple.

Eh, not really. There was definitely some shippy undertones (or overtones) between the male characters. Mostly Haru/Makoto, Haru/Rin, Sousuke/Rin, and Rei/Nagisa. The anime is mostly tame but side-materials like audio stories and merch pander hard to the BL shippers. They literally made official AU fanfic merch (the mooks with matching pair bracelets) of the popular fandom ships.

I mean, there is still solo stuff for those in it for the husbando's, but I think it definitely pandered to the BL audience since that is what is most popular as far as fanart and doujin is concerned.
