I think people just do it because they like playing up the unusual quality of a character’s name. They love the character and cherish all the character’s little quirks and uniquenesses. It makes them feel good to play up the oddness of the character’s name the same way it makes people feel good to play up a distinctive gesture a character makes all the time, or a quirk of behavior the character exhibits.

I remember an old X-Files fic that begins with Scully being held hostage by a madman. The fic is from the POV of a sleazy news reporter who’s covering the hostage situation, and the very first line of the fic is the news reporter asking, “What’s a scully?” We discussed the fic in our fandom book club once, and the way people felt about that aspect of the fic was the subject of much debate. About half of people loved it and vibed hard with it (I was in that half). The other half thought it was stupid and annoying. We were rarely that divided, so it stands out in my mind. This trope seems to be kind of love-it-or-hate-it for a lot of people.
