Mm, I'm not surprised you'd find it surprising, but I didn't find it surprising in the slightest because it's a kink meme... Dx Maybe I've been on the internet too long, and too many of my childhood shows have been raped by rule 36.

To be fair though, when I got into hetalia I had a lot of misgivings because I thought "This has the potential to be really messed up," and it does, but what is amazing is that it only really manifests in the kink meme. The fandom as a whole is really quite wonderful, polite, and politically correct on the whole, I promise. >_<'

This really doesn't give the fic a pass, but after reading it, I can say that it's less Fetish Fuel (as opposed to most of the kink meme) and more Nightmare Fuel that reflects on the brutality of the events in Nanking.

And to be honest, I don't remember much of the sex at all; it's the violence that sticks out the most and it's still just as unsettling as when I read it.
