A lot of things get created because people weren't satisfied with what was already there.

I mean, yeah, people often want to make something new or something of their own, but there are a fair amount of people that just want to makes something better than what already existed. Which I think is a perfectly valid reason for doing it. So, you know, as long as you don't mention how awful the other fic is in a way that will get back to the author, go for it!
