In a nutshell, Barney gets all excited because he gets picked to be on The Price Is Right and is in fact super awesome at the game. Why? Barney's mother used to sit him down in front of the tv when he was a child to watch the game and she told him that Bob Barker was his father, so Barney took to talking to the tv and sawing him his grades and whatnot. So Barney's intention is to go on the show and tell Bob that he was his son, much to the gang's amusement/dismay.
So Barney gets on the show and makes it all the way through, taking time throughout to show Bob pics of baby!Barney and to have vaguely tender convos with Bob, which, of course, Bob knows nothing of what Barney tries to hint at. When he reaches the last bit of the show (showcase showdown?), Barney starts to tell Bob the "truth," only to smile sadly and congratulate Bob on x years on the air.
It's really a heartbreaking little episode. It's all fun and games for the first half, then you reach the last ten minutes...it's really sad.
