I don't know if this counts but I liked in the Narnia book, Prince Caspian, when Dr. Cornelius refuses to teach the prince magic applications because anyone with political power shouldn't have magic power as well.

I'd forgotten that! I loved those parts of Prince Caspian where it described what life was like growing up in Narnia.
