Stephen Strange is the only one with solely inherent magical powers (and he's trained heavily with them) in your post. So, way to go with 1/4 on your point.

But Thor's elemental magic is inherent to himself and Mjölnir was just a conduit for that magic, training wheels you could say. That's kinda a plot point in Ragnarök.
