Some people just can't read subs and watch something at the same time, which is understandable. I prefer subs over English dubs because I find that a lot of tone goes missing with dubs, but I also have excellent peripheral vision and read really really quickly so I can watch something with subs no problem and not miss anything.

Subtitle reading is also a skill - so people do get better at it with time. I think it helps if you start young than you don't even remember ever having any problems (that's why so many people in non-English-speaking countries don't understand what the problem is supposed to be - they've dealt with subtitles all their lives and it's not possible that whole countries are just somehow genetically better at this than ENglish-speaking populations...).

That's true! Outside of NA everything that gets imported usually has subs so if they watch anything not made 'at home' they have subs, so that skill is probably more polished than with us.
