You have to be 21 to gamble and drink, and also, Vegas is generally not super cheap so people who go are usually at least in their 20s and employed.

You could probably find something fun to do if you were under 21, but it would be much harder and the city isn't really designed for it. There is stuff that's supposed to be for like, families and stuff but IMO Vegas is really only worth it if you want to drink, go clubbing and gamble.

My friend who doesn't drink or gamble LOVED Vegas. She went to see a lot of shows and things, and ate at a lot of restaurants, and she had a great time. But she said it was quite expensive.

Basically, the impression I've got is that it's very cheap to GO to Vegas, and pretty cheap to STAY in Vegas (depending on how nice you want your accommodations to be ofc), but it's expensive to DO anything in Vegas. So a good bet is to view the money you're saving on airfare and accommodations as money you'll be spending on activities.

That's true, I did forget about the shows, but as you say they're quite expensive (and I don't think teens / 20somethings are usually the target demo for those anyway - unless you happen to be really into Penn and Teller or Mariah Carey)

It's super cheap if you go off-season, and there are lots of good restaurants that aren't expensive at all if you look around. Don't eat in the hotel restaurants; their prices are all jacked up through the roof.

My friends and I averaged about $20-25 per person for our meals when we were there because we didn't eat on the Strip or in the hotels.
