...as I recall from the research a friend did for a novel she intended to write, eunuchs with intact penises were still very able to become aroused and have sex and were actually highly prized by women who had affairs and didn't want children.

So there's that.

Check out the Italian castrati (I believe I'm spelling correctly) for more eunuch history.

Unfortunately, preliminary research suggests that in this general time period, castration would involve removal of both testicles AND penis.

Yeah, the emperors didn't want any intact males near his concubines. Same with harems in Turkey (?).
