Ugh, I hate it when workplaces have lousy practices. IMO there should have already been a process in place that they make all employees aware of. Whether it's "call this number/e-mail this support address if you have problems" or "talk to your supervisor first," management should make it so, then make the process clear to everyone so that misunderstandings like this don't happen.
