Neck skin is generally where people show their age first, so it does tend to get looser with age and things like weight loss. This specific thing I'm talking about is poor healing from having too much fat taken from under the jaw during cosmetic procedures. It's more common in older women who have lots of work done. Basically it heals stuck in place and the skin around it sticks out in comparison if that makes sense.
