Mycroft & Sherlock, and Bond & M have 'allies who are always trying to manipulate each other' relationships.

I'm struggling to think of real enemies who manipulate without threatening. If you like comics I think Superman's Lionel and Lex or Lex and Clark might fit the bill.

Maybe political dramas? Scandal and the like.
