David Eddings: magic is rare, costly and difficult to use, but can do just about anything at a price.
Dragonlance: magic is a scholarly discipline, not uncommon, but pretty limited in most cases. Oh, here are some really powerful wizards doing crazy and damaging things, after years of study. Even regular wizards are scared of them!
Tolkein: magic is mysterious and grand to ordinary people, even though its remnants are everywhere, and you can't predict what any given magic will do, not even if Gandalf is allegedly on your side.
