Some people want to put anime on while they are doing things and so they can't be facing the screen every moment, and other want to focus more on the visuals and the look of it.

Honestly, people. There are some fansubs out there where the titles are horribly done and extremely hard to read that it makes you wonder why they even did it.

I also can't speak for official subs of programmes, but I was watching a Korean TV show fansubbed with a friend, and she was having to tell me what was being said every so often because the subs were atrocious. Even I with my non-existent knowledge of Korean, could tell they were not translating everything.
