She's not an unfortunate woman with no other choice buy to work in a situation she's uncomfortable with (as OP apparently thinks, I guess), she's a con artist getting paid to run a pseudo-sweatshop for children while raking in the big bucks by playing the mindful caregiver. (sorry, I've never watched any version of Annie, I'm just a little overexcited that my guesses check out at least a little bit;;)
"Someone like her" (without canon context apart from this convo) I would assume to learn more towards her decency of character, and credibility of her word. I'm sure there's more implied as you and the anon above mentioned for sure. (since Annie seems to play fairly historically accurate, I'm assuming?)
