The character does have OCD but he also expects people to make just absolutely wild allowances for him and is clearly insensitive to other peoples' needs in a way that isn't really justified by having OCD.

At the same time, I think this was mostly unintentional and a result of the writers just... not having a good understanding of mental illness. But it definitely plays weird in retrospect.

I've only seen the odd episode here and there, but I distinctly remember Monk being called out on his insensitivity by his assistant in at least one episode. I don't remember details, but it was revealed she had a phobia of something related to the case of the week, and Monk told her to "suck it up" because her fear was interfering with the investigation. She was extremely offended, and later said it back to him when his OCD was interfering with something else. He realized he had been insensitive and apologized. Was this a late season episode or did he just not learn anything from it?

Didn't learn anything from it. That kind of thing was used over and over for drama.

It was an episode with the circus. Sharona had a phobia of elephants. There's not a lot of continuity in Monk.
