Isn't panic-buying one of those things, kind of like a bank run, where like. Even if there isn't actually a supply problem, once people start panic-buying it can create a supply problem that wouldn't otherwise have existed, so it's hard to respond calmly.

And moreover... if your expectation is that everyone should have been stocking up enough food to last for months, that's just unrealistic.
