Actually I pretty sure he said he can change into anyone and anything *shrug* plus there was an indication that the Master may now be female (cackling laughter, flash of red painted fingernails)
I could be wrong but if memory serves recently and a few times in the past he states he could be anyone
But alas Im to lazy/preoccupied to go look it up

Except that in the entire run of the show, we see the Doctor continue to be a male. We see the Master continue to be a male. And we know female Time Lords, who continue to be females. Just because they never outright say YES WE HAVE SET GENDERS that's pretty obviously the case. (On that note, the scene in question with the laughter and the fingernails and the ring was not intended to mean that the Master was now female. RTD said in the commentary or the confidential that it was intended to be the hand of the Rani).

Do you realize that gender is not actually the same as sex? While it may well be possible for the Doctor to become anyone or anything, he might not want to. Maybe he likes being male and white. It's within reason that time lords have gender preferences y/n?

Actually I pretty sure he said he can change into anyone and anything Where and when was this? The Doctor in the past as actually said he doesn't have much control over his regenerations. (I think he slept through that class).

Also to regen female old canon used to be that you had to commit suicide (which the Master might pulled off via slightly possessed Lucy).

I don't think he's ever said that. There's some evidence (the Master and Romana) that other Time Lords have some control over the appearance of their regenerations, but the Doctor really doesn't seem to. One was very unhappy with how Two and Three looked. (The Doctor also seems to be more prone to post-regeneration disorder than they are - the Master regenerates and just goes back to his evil plan, while the Doctor spends an episode or two flailing about wildly or sick in the Zero room/bed.) We've never seen a Time Lord/Lady change sex in a regeneration.

Having said that last, the Master has cheated twice by stealing someone else's body and getting a new set of regenerations (and they weren't even originally Time Lord bodies, so I have no idea how that's supposed to work), and there's no obvious reason he couldn't do that with a female body instead of a male one. If they're going to respect the thirteen-regenerations limit in New Who (and I've not yet seen any evidence that they will, and at least some implications that they won't), they could have a female companion offer herself to the 'last' Doctor so that he could do the same (assuming he knows how, which he probably does, having had to deal with the Master doing it twice; or, perhaps if the Master is back by then in his fourth body, the Doctor could nobly refuse and the Master could do it for him while he's dying and not able to stop him), and justify a sex change that way.

I just get the feeling that it has more to do with the writers catering to fan expectations than actual historical fact.
But your more than likely right.
