True. But one episode going to those places or at least building the sets to those places would blow the entire budget for a single series. Not to mention that the BBC has a smaller and less diverse pool of actors to take non-English, Irish, Scottish and Welsh actors from than say Hollywood machine. I can see them struggling to fit an entire episode with non-English, Irish, Scottish and Welsh actors.

Like in the "Turn Left" scene where was saw the Asian like market. That was such a small market and I wonder how many of Asian like aliens were actors and how many of those were fillers, that is, crew members, friends of crew, local non-actors.

I do not understand why so many people seem to think there is a shortage of non-white actors in any given place.

Because of the numbers? For example let's talk about England, in the last survey of 2006, 90% of the population were English or European based. The second largest group was South Asian at 5.3% followed by Blacks which made up 2.7%. With 90% percent of population, you are going to have a much larger pool of European actors and tiny pool of non-European actors to work with.

So, yeah, you can guarantee yourself that if you set your story in Chinese and you need a couple of dozen Chinese actors, you are going to be hard pressed to fill out those roles. Some of those Chinese parts will be played by some Japanese and Korean actors.

True, but they filmed in Rome, which can't be cheap, either, and the historicals tend to be restricted to one or two episodes a season anyway. It depends on where you film. Robin Hood films in Hungary for the vast majority of their production period and I doubt they have half the budget DW does. I don't know where they filmed their S2 finale, but it certainly looked like a very passable desert.

And while the BBC does have a smaller pool of non-white actors to choose from than Hollywood, I doubt they're struggling so badly they can't come up with half a dozen to have speaking parts in an episode. As for crowd scenes, extras are extras. They don't have to do much acting, so even if the production crew has to bring in fillers, it's not the end of the world.

My point is that the Doctor isn't automatically restricted to Europe/the US for the historicals and therefore if you don't want to deal with racism against a non-white Doctor in the episode you don't have to. It's not a reason not to have one.
