Every "day" NPCs or animals/monsters shouldn't be so far above your level you have no chance. (And the walking/running through solid objects is just a big peeve. Look, if I'm chasing you, you have to go around the tree, just like I do, or you can't go up that hill because it's too steep, just like me. Otherwise, the game is unbalanced/lazily programmed.)

To me, it seems like the only possible useful understanding of "balance" in a game context is whether the distribution of challenges in the game is rewarding and satisfying for the person playing the game.
Now, if the game is too challenging and not fun, I agree that's bad balance. But comparing PC and NPC stats seems like a totally arbitrary way of measuring how challenging or satisfying or rewarding the game is. They're totally unrelated!
