I always took it as we only ever saw them in uniform because that just happens to be what they're doing at the time. There's no way they're full-time guards for the most powerful woman in the galaxy. It could also just be shorthand for, you know, "Yes these are the same characters." Because logically, they'd all have their Super outfits at least and ChibiUsa (and Pluto) should remember that Hotaru is one of the faithful guardians, as well as the other Outers. But she doesn't, so the assumption should be that the Outers at least went on to have their own lives somewhere. But the Inners were always super close to Usagi, so of course they'd be the unofficial aunts to the princess.
